Aldo Tembe supports OMNIS' South African platform and its work with clients operating between South Africa and Mozambique. The South Africa Desk serves as a point of coordination for businesses, investors and individuals requiring local support, market-entry assistance, stakeholder engagement and cross-border facilitation. Aldo works with the wider OMNIS team to support clients in overcoming practical, cultural and institutional barriers when establishing relationships and conducting business in South Africa.

Rodrigues Bila is a senior lawyer and executive consultant with approximately 30 years of experience across legal practice, corporate advisory, public administration and dispute-related matters. He has been registered with the Mozambique Bar Association since 1996 and holds professional registration number 34. His career combines substantial legal experience with an exceptional understanding of the Mozambican public sector. He has held senior positions including National Director, Permanent Secretary, Non-Executive Director of INATER and Executive Director of Maputo Sul, E.P. These roles have given him deep practical knowledge of government decision-making, public institutions and the relationship between the State and the private sector. Rodrigues also completed executive training in negotiation at Harvard University, strengthening his expertise in complex institutional and high-level negotiations involving government entities, state-owned enterprises and major infrastructure projects. He holds a Master's degree in Legal and Political Sciences and a Law degree from Eduardo Mondlane University. His experience includes legal advisory work in energy, public-sector institutions, fisheries policy and major infrastructure projects, including advisory involvement in the Maputo–Katembe Bridge and Associated Roads Project.

Celso Lopes is a senior legal professional with approximately 24 years of experience and particular expertise in Maritime Law, International Business and the Blue Economy. He holds a Law degree from Eduardo Mondlane University and a Master's degree in Maritime Law and International Business from the Center for Maritime and Environmental Studies in the Canary Islands, Spain. Celso previously served as Deputy National Director of Maritime and Fisheries Policies, where he participated in major national initiatives including the development of Mozambique's Maritime Policy and Strategy and Maritime Spatial Planning framework. He also contributed to the revision of maritime legislation, the legal regime governing the use of national maritime space and work relating to the establishment of Maritime Courts. He was further involved in the technical development of Mozambique's Blue Economy Development Strategy and has taught Maritime Law at the Higher School of Nautical Sciences.

Teófilo Chau is a senior legal consultant with more than 32 years of professional experience across telecommunications, mining, construction, agriculture, corporate law and regulatory affairs. His career includes experience with major organisations such as Agricom, CETA and Vale, followed by senior roles in Mozambique's telecommunications sector. At Moçambique Celular, he served in roles including Head of Human Resources, Senior Legal Advisor and Company Secretary. He subsequently joined Vodacom Mozambique, working as a taxation specialist and senior legal advisor responsible for legal and regulatory matters. Teófilo later advised the Government of Mozambique on business-environment reforms through the Ministry of Industry and Commerce and subsequently worked with the Confederation of Economic Associations of Mozambique, where he led the Reform Promotion and Coordination Unit. He currently provides specialist consulting in telecommunications regulation.

Martina Bila supports OMNIS' International Desk from Italy, with a particular focus on European and transnational legal matters. She completed a Bachelor's degree in Global Law and Transnational Studies at the University of Turin, with academic work covering Public International Law, European Union Law, International Litigation, International Economics and Corporate Law. Her academic research has addressed questions concerning the relationship between national constitutional authority and international legal systems, as well as the role of the rule of law in economic and institutional development. Martina works across Portuguese, English and Italian, providing OMNIS with an additional linguistic and cultural bridge between Southern Africa and Europe.
